Hibernia Management and Development Company Ltd. (HMDC) has been investing in Newfoundland and Labrador for decades. As a part of our commitment to the province, our supplier diversity program was established to connect with and offer services to local, diverse business owners looking to grow as entrepreneurs in the energy supply chain. This program offers mentorship and access to resources for qualifying companies.
Criteria
As part of this program, the Hibernia Project (the "Project") will consider funding first time certification fees for businesses that meet minimum requirements of the National Certifying Organizations (below) for a period of two (2) years. Businesses eligible for such funding must meet the following criteria:
1) The business is a diverse supplier that is at least 51% owned and controlled by a member(s) of one or more of groups identified below:
a) Women;
b) Indigenous peoples;
c) Visible minorities;
d) Persons with disabilities; or
e) the LGBT+ community.
2) The business is a Newfoundland and Labrador registered business; and
3) The business provides goods or services that are relevant to the Project's work in any situation including but not limited to:
a) The business responded to an EOI and has passed the prequalification stage;
b) The business responded to an EOI, did not pass the prequalification for that scope, the business provides goods or services that are relevant to the Project;
c) The business has not contacted the Project in the past or responded to an EOI but the Project determines the business may provide goods or services that are relevant to the Project's work; or
d) The business has been successful in developing a relationship with the Project in the past and is deemed to have potential for future business opportunities.
National Certifying Organizations
There are currently national certifying organizations that cover certification for businesses owned by:
- Indigenous Peoples;
- Visible Minorities;
- Women; or
- Members of the LGBT+ community.
The Project will continue to look for organizations that can provide certification support to businesses owned by persons with disabilities.

What is the purpose of the Supplier Diversity Program?

This program offers mentorship, access to resources and formal certification offered by the applicable certifying organizations for qualifying companies.
How do I apply?
If you meet the criteria (see above), you can apply using the online eligibility assessment.
What can I expect in terms of next steps, following applications?
If you are selected to participate, you will receive an email from the Procurement Services team here at HMDC. That note will include all of the next steps and additional information you will need. From that point, your key contact will be the National Certifying Organization most appropriate for your organization. Through that National Certifying Organization, you will share information and complete an on-site assessment of your business. The National Certifying Organization will contact you with a final decision.
The Project's role in this process is to subsidize first time certification fees for that National Certifying Organization's services.
Please note: The certification process may take up to 90 days from the time an initial application is completed.
What types of businesses are eligible?
The Project requires services from a diverse set of suppliers, and therefore businesses that fall within the tiers of the oil and gas industry will be considered for eligibility. Please check the above criteria to see if your business is eligible.
If I complete the process, will I be guaranteed a contract with HMDC?
While this process does not guarantee a company will receive a contract with HMDC, this designation does provide you with other tangible benefits such as mentorship and access to resources from the applicable certifying organization.
What national certifying organizations do you partner with?
We partner with WEConnect, CAMSC, and CGLCC as a part of this program. The Project will continue to look for organizations that can provide certification support to businesses owned by persons with disabilities.
I have completed the process and want to bid on work with Hibernia. How do I do that?
Upcoming Project specific procurement opportunities will be posted on www.hibernia.ca, www.hebronproject.com, the Energy NL website (www.energynl.ca) and BIDS website (www.bids.ca).
